Can I use NSO Birth Certificate of dual citizen baby when exiting Philippines?

Hello! Good day everyone! So we went to DFA yesterday October 8, 2014 to process my baby's Philippine Passport. He has a US passport already. We were informed by the DFA that the passport will arrive after six weeks. We have a problem because our fight to the states will be on the 13th of November hence, we don't have his passport yet at that time. I called the DFA hoping to have his Phil Passport expedite however this isn't possible at all. They only cater to expedite for other reasons which we don't qualify. However, the lady I spoke with said I can show his NSO birth certificate as evidence he is a Filipino thus we don't have to get exit certificate. How true is this? Can we just show his birth certificate and perhaps receipt that we are waiting on his Philippine passport? I hope you can enlighten me with your answers. Thank you very much!
