The petitioner should be paying all the fees as they need to be paid from a US bank account, unless you're mailing the fee payments to the NVC.

No.

But right now the NVC wants BOTH packages at the same time. If you already sent the AOS package that's okay, but a cover letter helps you and the NVC make sure everything is in the package that you need.

Do you mean a cover letter as in a list of documents that are included in the IV package? It is not necessary, but recommended.

But you definitely must include the barcoded cover sheet when you mail documents to NVC.

You should be able to print it out after paying the IV fee, but alternatively you can also use the barcoded document cover sheet you could print out after paying your AOS fee.
