can't upload photo or pic url

I've tried on two different browsers. I can make a 200 x 200 or 300 x 300 pic on a thumbnail maker site, but I can't upload the pic or the url. Everytime I do this, nothing happens. What is going on?

I just had similar trouble uploading photo. But what eventually worked for me is to save the photo on my computer, then try to upload that by "browsing" for it (rather than to upload directly from a URL). Hope that helps.
