That's true. Of course there will always be variances, but one could only believe that it could possibly be a factor. But again, it's apparent the wait is there to others in the other countries too.

No one will ever really know. I'm just hoping that TSC keeps chugging along on September right now. I'm not expecting anything tonight, but if I could hear something next week, or before the end of the month, I would be relieved.

That is ridiculous! What a joke...150 min phone wait! Wow. I understand that Government is slow. We all know that, but when it comes to even a phone call wait...now that is bad.

I don't mean to come off as ignorant or rude of any sort, but do you think perhaps, that you're petition is being heavily scrutinized due to the fact that your fiance is from Russia? Obviously one may come to believe with the political tension and such. I know they say that government doesn't "generalize," but we all know that stereotypes and generalizations rule the world. So who knows... that's only a thought.

I don't mean to be a downer either, but I was just wondering the same thing. After reading some other posts today I started thinking about background checks and how they influence the order in which approvals are made. There appear to be two lists of countries which experience higher levels of scrutiny (unfortunately Russia is one of them) and, at least for student visas, people who study certain fields may have their applications significantly delayed because of these security checks. All this is for foreign citizens applying for US visas, but I assume it applies for I-129F petitions too.

your theory would make sense if Russian petitions were delayed at the CSC too, but they aren't (from what I gather). The TSC is downright cruel and unsual punishment regardless of nationality.

Oh ok, that's good. I wasn't sure if those countries at CSC came back after others or not. I don't think that's what's causing the backlog at TSC, but I do think it may explain why some people who applied in the same month get approved out of order. Having a common name, criminal history, travel to "iffy" countries, etc. might cause some checks to take slightly longer than others, but I'm only speculating. You're right, it's cruel :sleepy:

This.

Add to that, our petition languished at TSC for 224 days. UK beneficiary. Another couple from the UK filed in July and was approved this week. No apparent reason, no RFE's for either of us.

Ok I just got off of the phone with the tier 2 rep. Boy, I wished I hadn't even bothered. I actually thought of wbeem and his reports of speaking to tier 2 reps. I was given the usual "we're processing as of August 23rd" BS. When I mentioned that there were later petitions that had been approved, from October, November and even December I was told that they had no evidence of that. They could only see 8/23. I was then told that I would need to wait 19 days (because my NOA1 is 9/11/2014) before I could open a service request; and that I should wait those 19 days before calling back to do so. I found that very confusing. I told her that if I needed to wait until the strictest moment when the window had passed me by, then I would need to wait until the next update, which won't happen until May, and if it doesn't happen until mid-month again, that would mean waiting 24+ days, not 19. I was then told again that I needed to wait 19 days before opening a service request.

I mentioned the 5 month thing, mostly because KD was told by a different tier 2 rep that after 5 months you can open a service request. I was told in no uncertain terms that this was incorrect, that you must wait until the processing date was later than your NOA1 date. I also mentioned the pregnancy issue; they cut me off without even getting the first sentence in. I was told that this didn't matter, that there was nothing they could do about that, and that I would need to wait, period.

I dunno. Somehow that just didn't sit well with me. I maintained a friendly disposition, but I was angered and frustrated over the lack of compassion and understanding; hell I was annoyed at the outright lack of care, what am I saying "compassion and understanding"....hah. They launched into more schpiel about waiting, and I just said "ok, ok, ok", they continued on, and so I must admit it: I just hung up. I didn't say anything and was friendly the entire time, even when I hung up. Y'all don't think they keep notes on that sort of thing do ya? lol

Anyway, if you're thinking of trying to talk to a tier 2 rep, I'd say don't bother, don't even consider it before the window passes you by. In my case they offered no new information beyond that given by the first person I spoke with, and in ways were more rote than that first person.

It's angrily, irritatingly frustrating.

So there it is. Gonna watch some tv now. I'd work on one of my cars but it's raining and I don't seem to be able to get motivated at the moment. Gotta try to run later, but we'll see how that goes. Right now I'm somewhere else....

av8or1, the conversation you had with the tier 2 sounds exactly like the convo I had with the tier 1! And I know this might be a weird suggestion/thing to imply, but how do we actually know the person we speak to isn't a tier 1 claiming to be a 2? I say this, because I know of a company that I cannot name, that may or may not do callbacks with 'supervisors'. In some instances those 'supervisors' are actually just the same front line tier 1 persons being ordered to sort of 'pretend' to do so because of short staffing. Not saying that the government does this. Just got me thinking though. Some persons seem to have very good success with tier 2 and other times....

I find it perhaps a little even more abhorrent in your case, that you specially got acknowledgement from the USCIS/the President in that letter, and still your case gets no attention.

When filling in your timeline, please understand that all I-129F's are sent to the LOCKBOX in Texas, and then ROUTED (not transferred) to your ASSIGNED service center- the one in Texas "TSC" (not the same as the lockbox!), or the one in California "CSC". If your tracking number starts with WAC, you're at the CSC, you were not transferred! There are no transfers at this time. If your number starts with SRC you're at the TSC and that's where you will serve your entire sentence.USCIS isn't fair.

we are all going through the same thing. no one deserves more attention than anyone else. if that happened, I'd have even less faith in the system. isn't that why everyone was mad that the Philippines was getting more attention?

Sorry, should have been more specific in my quoting. The part I agree with was in the first paragraph, the theory that Jerry may have actually been talking to a Tier 1 claiming to be 2 on a Friday afteroon after 5pm. Edited by stef_curls

I have no problem that Philippines cases get expedited. In fact, I think a lot of other countries also deserve an expedite. But I do think those cases should be handled at a different service center. I'm not implying that one case deserves more attention over another, unless for humanitarian reasons. But it is sad that he and others have worked particularly hard to help out and still are waiting.

We'll all be seen to I'm sure in time. But that's of little comfort.
