They do that as an intentional tactic to keep the amount of inquiries and service requests to a minimum. Officially, they'll say otherwise, but it's what they're actually doing.

The office of the Omsbudsman has told the USCIS on several occasions that this effective date is not a mechanism that they should be employing, but the USCIS has ignored that. And blatantly.

9/8/14 - I129F petition sent to the USCIS lockbox via USPS
9/11/14 - Petition received @ USCIS lockbox
9/11/14 - NOA1 Email and text message received
9/15/14 - NOA1 Official notice date
9/18/14 - NOA1 hard copy received
12/9/14 - "Updated" likely because of website repairs, like many of us received
4/20/15 - NOA2 text and email (221 days)

4/29/15 - Sent to the NVC (9 days)

5/8/15 - Arrived at the NVC (9 days)

5/13/15 - Left the NVC (5 days)

5/15/15 - Electronic version arrived at the embassy (2 days)

5/20/15 - Paper copy arrived at the embassy (7 days)

6/4/15 - Status changed to AP (which meant that we could schedule the interview)

6/16/15 - Medical

6/17/15 - K1 APPROVED!!!!

6/30/15 - Passport and sealed envelope delivered via courier

I am not quite getting one thing, why do they post an update as of Feb 28th even though is a month and half later? We are obliged to think they are further away with the petitions since it's freaking April already; even not having this small percentage of insight via VJ we could figure out this "data" is not accurate.

Someone enlightened me the other day. If it says "5 months" that means that as of Feb 28th, the service center was processing under the posted months. However, if it says a date, that means that is the last date that they processed as of the update.

So becuase of this posted date of February 28th should we assume that in reality they're processing September filers? They are so messed up lol Maybe they should train them a bit better.

I think that's a safe bet since September filers are being processed regularly.

With that update they can claim to be processing in 6 months, which is not far off from the 5 months goal. Which makes it look better than it is.

Because if you go from Late August to late February, that´s six months. Never mind that it is mid April by now and if it was really six months OCTOBER should be done right now. Which we arent, since they are still stuck on Septembers and lots of Augusts.

Man, I am so starting to dislike this process more with every day.

Previous update gave us 183 days to NOA2 (8/2/14-1/31/15) - Or just at 6 months

I don't see how this update positively swings anything for USCIS? I would have expected a serious inflation of the time... like maybe down to 5.5 months or something...

Or do they not care because they announced the "routing of new cases to CSC on 3/27/15?

This is beyond me... seriously... I'm sorry September Filers :(

This is insane. This is so frustrating and horrible. Is it possible to submit a new application and if gets routed to CSC, pull out our current application? Or even just take the risk, pull this application and resubmit?

Insane? It's a huge improvement and great for people putting in applications now. I'm not upset about this at all.

What they did is exactly what a lot of us were asking for. Too little too late for us, but still great news.
