2 shots means you missed on the first

A moving lower leg - that was what the cop aimed at - is a lot harder a target than a torso. It's fair to say that the cop achieved the objective of bringing the suspect down and ending the rampage without ending anyone's life. The preservation of life is the top priority. In most civilized countries. Unfortunately not in all of them.

you spoke with him? an upper leg-hip shot is what he should have went for. slinging bullets inside of a hospital vs. a 4-1 confrontation.....hmmm idk I think they were scared of the meanie American.

I haven't spoken with him. But I have been reading the original news reports in the relevant regional German papers. The confrontation at the time of the shooting was 2 cops vs the raging soldier, by the way. Not a 4-1. And your angle of supposedly scared German cops doesn't work either. Unless you're saying that the soldier's superior who had also arrived at the hospital at the time to cops got there was scared of him as well. The fact remains that had he pulled such a stunt in this country, he may very well be dead since cops here tend to shoot to kill - even when the offense is not one that would warrant the death penalty.

Either a case of poor reporting or a case of stuff getting lost in translation.
