Family trying to live in the States

Timeline

Not sure if this is the correct forum to ask this question -- please help if you can.

My mom's cousin and her family have obtain rights to live in the U.S. (Green card holders)
They came last year and went back to their country, did that again, and this is the third time they are coming. (They were checking out different states to live).

They have a successful business in their country, but they have two daughters who want to live in the U.S. and they have decided they all want to live here.

On their third entry into the U.S. the immigration officer wanted to take their green cards away, stating they obviously don't want to live here, since they are back and forth.

They want to go home and close out their business and pack up all their remaining clothes and items to move to the states.

They are worried they won't be allowed entry back into the states if they leave, do they have any options?

Make sure they obtain housing, employment and enroll their children in school in the USA. Start bank accounts and other things that prove they have ties to the USA. I suggest one person going back to close things up if possible and make the trip as short as possible.
