Background checks and final adjudication

Timeline

So my Congressman's office finally got back with a reply from TSC, which says this:

Regarding your constituent XXXX, and his pending
Form I-129F, Petition for Alien Fiancé(e)
case was
delayed because of background checks issues
.
To date, his case has been reassigned to the officer for final adjudication review
. We are working diligently to get every case processed; please allow 30 days to receive a decision or other notice of action on this matter.

Now what does this mean?

1. Is BACKGROUND checks the same thing as SECURITY CHECKS that some of us are put through? Or is it the routine background checks that every application has to go through? If they are the routine checks which are part of the process, why are they saying "delayed because of"...?

2. She says it WAS delayed, and "to date" it's been REASSIGNED to the officer for FINAL adjudication review. I'm reading this as, the checks are now done and it's back at some officer's desk for a final review. Am I right in taking these words literally?

Has anyone had this kind of reply? Those of you who were delayed because of security checks, did they word it as security checks, or background checks?

I am kind of cautiously optimistic about this, but I don't want to get my hopes too high only for them to be dashed to the ground again.

Please let me know.

18 Sep 2014: NOA2

23 Sep 2014: Case sent to NVC

30 Sep 2014: NVC received + case number generated

06 Oct 2014: Left NVC

08 Oct 2014: Medical exam

09 Oct 2014: Case reached embassy in London

09 Oct 2014: DS-160 and Applicant Readiness form submitted

21 Oct 2014: Interview letter received

29 Oct 2014: Interview --> Approved!

07 Nov 2014: Visa in hand

08 Nov 2014: LHR --> BOS [Finally!!]

If your NOA1 is dated 2014-05-22, you have been waiting for the NOA2 less than 4 months, correct? Not really delayed by the look of that, seems an very ordinary timeline to me, especially for TSC, whiich has beenrunning 6-7 months lately. I would read that more as "we are really really backed up and slow in getting to these petitions' more than a delay. And as far as that 30 days to get an approval or a denial, please be aware that this is Government time, which can be really quite elastic.

I can explain it to you. But I can't understand it for you.

elayed? You haven't even reached 4 months yet! Once you get past 6 months then maybe start to look into pushing for an update. 6-7 months for TSC is normal, be patient!

"Delayed" is how TSC phrased it; not me. And I'm happy to report that we were approved last night.

It's an arbitrary system, with an arbitrary definition of normal. Some of us got lucky. Not all. I don't think patience is what's needed. Stay angry, and stay impatient.
