Tourist visa for wedding on an international cruise

My fiance and I have decided that after he gets his green card we are going to have our actual wedding celebration on a cruise with family members and cruise. Given that we need at least year to give people the opportunity to make plans and arrangements to attend we have decided to go with a Nov 2015 cruise. The hope and desire is that he will have his green card by then. With that being said, we are also taking into account the cost of his mother and two younger sisters attending. His mother is a widow with 5 children. The two sons will not be coming. The youngest child is 14 and the other daughter is 22. We would like for them to come but before we purchase our cruise, we'd like to know before we purchase ours that we can buy my MIL and her daughters tickets at the same time. We are concerned that the older daughter because she is single and in university, she may not be able to get a visa to come. We have even planned a family trip to France in hopes that this will show the government that she is capable of entering a western country and returning home in a timely manner. Will this help our case? Though it may not help much, we intend to send an invitation letter stating that we will bear the cost of the trip for the three of them. The mother and youngest daughter we believe have strong enough provable ties but the oldest daughter, we're not sure if lack of speaking english and college education are enough to make them say she'll return. Will traveling out of Morocco help our case? Has anyone else had this experience?

IF you take a cruise that leaves from a us port and returns to the same port, called a closed loop then you only need a Texas Driver License and Birth certificate or passport....
