I am trying to get the IV packet prepared for our minor children who is in the Philippines. Anyways, my husband, who is the petitioner is ok to send this IV packet right? ( As I think it is from Saylin's guide in VJ Wiki ). My question tho is, I know the cover letter is optional but I think it is nice to have one. in the SIGNATURE part, will it be ok to for my husband to be the ones to sign and have his name there than our minor children? ( The guide in VJ Wki shows that the SIGNATURE is that of beneficiary and so is the address )

Addt'l : Do I have to call NVC to see if they already got the DS 261?
