Hello guys i have a question,

I am waiting for my NOA2 with PD Dec 4, 2013. I was not able to find anywhere any statement which says that USCIS perform background/security checks of beneficiary during Initial Review. All they state that background/security check are performed for applicant/petitioner at this stage.

But after talking with tier 2 several times, meeting with them face to face in Info Pass meeting, talking to congress man, all they say that case is pending due to security checks and most probably it is delayed because of beneficiary security check clearance. One of other Dec filler got the same information.

My question is:

Does USCIS perform background/security check for beneficiary during initial review and if yes against what data they perform those checks. Do they perform those checks for USA or they demand security clearance from beneficiary's county?

Don't lose hope, as you have involved congress man and ombudsman, things will be finalized soon. As an advice also email the service center directly. Your will get you approval soon, they have to give it. There are many pending due to security check see here http://www.visajourney.com/forums/topic/469626-dec-2013-i-130-filers/page-85

And we just got our approval on Sep 11, 2014 after 9 months and 1 week.

And you are not in security check for one year, they don't touch the file before 6 or 7 months. Then they review your petition and see if your petition needs to go for detail checking. So you are in security checks for like 5 or 6 months.

So stay positive, you will get is soon.
