Visa for Indo/Pak Chef

What would the visa process be to bring a chef to the US to work? Would this be a E3 visa or H2B? The chef is from Pakistan, and would be working in a restaurant as head chef in an Indian/Pakistani/Mediterranean restaurant.

H1b or O1.

They would be the obvious ones, but very fact specific. Something for the Employer to discuss with their Immigration Lawyer.

Is there any reason the E3 path would not work? Just trying to know what questions to ask the lawyer. I am guessing Pakistan isn't one of the H2B qualifying countries

E3 is for Australians

If the chef does not have a bachelors degree (but has many years of experience working as a chef), would they still qualify for the H1B program?

Theoretically, but makes a more complicated case, that is where the Lawyer comes in.
