Are you asking about when the USCIS issues RFEs? They only send them when they need something clarified, if they need original documents, if there is any missing info, etc. It could be for any reason, like they are missing a signature or they require more proof of you meeting your fiance within the last two years. not everyone who files gets an RFE, but it is nothing out of the ordinary.

As for your signature, I would say use the one you use for all documents, including your passport. It's not really necessary for them to be able to read what your signature says, just that it is YOUR signature and it is uniform throughout your file. If you use multiple signatures it may make it confusing for the person who is reviewing your file.

An RFE is given if you have missing information, fill out the forms incorrectly, or if the consulate needs more evidence (photos, letters, etc.). In general, you do not want an RFE. But from what I understand (and an experienced person can better answer this question) if you send the requested information indicated in the RFE ASAP, the delays it causes are minimal.
