NO, only USC can file for parents, you need to send proof of Citizenship with the i130, copy of Naturalization Certificate or copy of US passport

If only it were possible to petition them before becoming a USC that way when you do become a USC the petition could be forwarded to the NVC right away or processed right away if doing AOS. But unfortunately, it's wishful thinking, sigh.

I have a favorite aunt that I've been dying to bring here but her son still doesn't qualify for USC. If he could submit the petition beforehand so that it cuts the processing time it would be beautiful. You know what's curious is that my mom says that way back when like in the 80s or 70s, not sure, LPR's could petition parents. I think it's true because that's how my great grandma got here and I'm not sure why it's not possible anymore.

Now, the requirement is to already be a USC on the day you submit the petition. Therefore, you can have everything ready, the fees, the docs, the paperwork and the day you take your oath and have the certificate in your hand all you have to do is make a copy, include it in the package and mail it that same day. No need to wait to receive passport or anything like that. You would save time because the docs would already be prepared beforehand. That's the best head start you can get. Good luck.
