USC brother-in-law residing in Pakistan for 17 years needs to file tax returns

I have a USC brother in law who has been residing in Pakistan for the last 17 years.During this period he has never visited the US but was busy in his own business in Karachi.

Now he is in the final process of sponsoring his wife for a green card.

NVC is asking to complete a I-864 which requires tax returns for the last 3 years.

Has anyone gone through the similar situation?Does anyone know any tax attorney in Pakistan who can help him file past returns?

He doesn't need a Pakistani tax lawyer.

The US does not care if he has Pakistani tax returns.

He needs to file US tax returns. US citizens are taxes on thwur worldwide income even if nothing ia earned in the US. US tax returns is what is required forthe I-864. He needs a US tax lawyer or accountant.
