If you wanted your mom apply for a tourist visa to visit you, then she has to proof showing strong ties to her home country, not a proof that someone can support her during her visitation in the US. And also, the CO will thinks that your mom will help you taking care of your baby which means is not allowed because it will consider your mom working while use a tourist visa.

Clarification on grandmother not being able to help take care of a newborn baby... is this true?

Grandmothers help take care of newborn babies for generations, so would the consulate frown upon it as a reason for wanting to visit the USA?

It's not like real working.

It is true.

Grandma coming to be with mom-to-be for moral support and during the delivery is fine.

Grandma coming to see grandkid is fine.

Grandma coming to look after grandchild/ babysitting is NOT ok, because it is seen as taking a job as a nanny/ daycare worker away from a legal US worker.

They consider it work as it could be done by someone in the US who is paid, such as a nanny or babysitter. I know some embassies specifically mention you cannot use the tourist visa for this such as the below.

http://jakarta.usembassy.gov/visa/niv_business.html

Providing emotional support as a mother to the pregnant daughter is one thing but having her care for the child while they go out or so they can run errands is another.

Also as the US maternity rights are so very limited, some cases 6 weeks unpaid is the most some can hope for. So the concept of having relatives come and help really is not so culturally significant, even in most places there is no such thing as paternity let alone grandparent leave and the idea of it being done by paid persons is more the norm even from a very young age hence considered work.
