Nope. I did neither, had no problems. The instructions state photo copies are OK except for the petition itself (i.e. the i-129f itself), which requires an original signature.

That might have worked for you but that doesn't mean it will work for everyone else. Please check poster #14, fidanza, in this thread:

I think it's best to play it safe and submit letters of intent to marry carrying original signatures and duly notarized.

Your link makes it clear it does not need to be notarized. That one post you refer to sounds like he got bad advice over the phone. The rfe was not due to the statement but a lack of evidence in general.

Actually, if you had taken the time to read poster #14, he/she specified that USCIS care, which I assume represents USCIS customer service, asked for notarized letters of intent. Why recommend something that might have worked for you but may not be true for all locations?

Well, the whole original versus copy debate over the letter of intent to marry was discussed here:

I don't think any definitive answer was settled that's any different from your personal anecdote. I would err on the side of caution and suggest that a notarized letter of intent to marry with original signature in blue ink be sent via FedEx or some other courier, as the NOA2 for the fiancé petition rests solely on the adjudicator who may or may not be as lenient as you deem them to be in your case.

Perhaps. So how do you explain what happened to VJ member fidanza in my post #19 in this thread? He/she was told by USCIS care to provide notarized letters of intent to marry.

I won't even pretend to understand or try to explain the idiotic behavior we see coming from the TSC as it would give me a bigger headache than I already have. We see, far too often, odd and unreasonable requests from not so bright adjudicators that work there. It happens quite often actually. This still does not change the fact that what they ask for, at times, is not, in fact required based on what the instructions say. All we can do is comply with their requests.

Do not need notary but must have original signatures. If you will be the author of both letters, then email your fiance's one to her and have her print it there and sign it.

The reason you need to specify the stat is because same sex marriage is not legal in some states as we all know. USCIS just wants to see plans for the two of you to live in a state where it is legal.
