Really ? Gave passport back !

So hello everyone !

My husband went to the embassy yesterday to get a form notarized for our newborn baby to make him a passport and the lady who did his interview gave my husband his passport back after almost being with them for one year since the interview ! She said its a new policy not to keep passports. So no visa still AP ; Passport is back and all they say is sorry for how long its taking and they cant do anything ! This has taken a huge toll on us for being apart :( on the 24th of this month itll be a year since interview. I really wonder wth are they looking for thats taking that long !
