To petition a person LPR's are limited to spouse and children. A USC can petition spouse , fiancé , children, parents and siblings. To sponsor ( sign an I864 ) either can do that

This will not be over quickly. You will not enjoy this.

A USC can petition for fiances, spouses, siblings/stepsiblings, parents/stepparents, children/stepchildren married or unmarried. An LPR can petition for only spouses and unmarried children/stepchildren. Anyone who is a USC or national, or an LPR can be a joint sponsor, regardless of the relationship, since none is required. In order to be the petitioning sponsor they have to meet the familial requirements above.
