DALLAS (Reuters) - A Texas child care center accused of duct-taping children to mats at nap time also withheld water from children to avoid frequent diaper changes, according to an investigation by the state's regulatory agency for child care licensing.


Texas Department of Family and Protective Services said the Heart2Heart Montessori Academy near Fort Worth was likely negligent in proper care giving, a spokeswoman said on Thursday.


"The caregivers were withholding water from the children to avoid diaper changes," it said in a letter to the center without offering further details. The center did not respond to a request to comment.


The agency is allowing the center to remain open for a probationary period of six months due to a change in management, Marissa Gonzales, a spokeswoman said.


The agency launched its investigation after photos began circulating in June of a child duct-taped to a nap mat to restrain him during nap-time.


The photo was taken by a former caregiver who sent it to the parents of a child who was taped to the mat. Kristi and Brad Galbraith are suing for fraud and negligence in the incident, seeking $1 million in damages.


A separate criminal investigation of Heart2Heart by police in Willow Park is nearly complete and charges could be filed as soon as Friday, Police Chief Brad Johnson said.

Why is anyone surprised? Daycare workers are some of the most abused, least appreciated and worst compensated individuals in today's labor market. School teachers have it made compared to those that we hire to care for kids that cannot speak up for themselves. We clearly get what we pay for.

Is it the kids faults and the parents faults who are paying them? Or is it America's capitalistic style?

When are we going to ask America to reverse this trend and make people with the most important jobs, safety, children, etc higher paid than people who do the least, like college Presidents and CEOs.

I don't understand how we can have our kids looked after by barely above minimum wage personnel and believe that they're well cared for.

And what do you do as a parent when you are actually paying the daycare over a hundred dollars a week. Do you control how the money is distributed?

This comes back to the individualistic attitudes of Americans. Everyone has to be separate therefore grandparents are working longer and are unable to participate with the help and care of grandchildren.

I think if we just passed a law saying women will earn exactly half of what a man does for the same job, then they would stay at home and take care of the kids themselves like God intended.

Women tend to get cranky when they work outside the home.

You do realize there is still inequality between men and women for equal pay, yes?
