Hope it helps. :)

It's taking about 2+ years for the minor children of LPR to receive a visa and enter the US. Is your friend eligible for citizenship yet? Because by becoming a USC, she can have her son come here much faster.

This does not constitute legal advice.

Yes. She can petition for him now as an LPR, and then upgrade the petition when she has her USC. The process would be the same time as a spouse, plus she will not need to meet the poverty level requirements because the child will be a USC upon entry.

For a mother to petition a child all she needs is a copy of the child's birth certificate and a translation, a copy of both sides of her green card, the I-130 form completely filled out, and the $420 fee.

Also if the mom changed her name due to her marriage, she would need to submit a copy of her marriage certificate if her name is different from the child's birth certificate.

When she becomes a USC, and she has the certificate in her hand, she can contact USCIS and send a copy of the certificate with a letter requesting that the petition is upgraded from F2A category to IR2. If the petition has been approved by that time, she would have to contact the NVC.
