So you are filing Direct Consular Filing (DCF) at the Embassy then? Does he financially support his child? He does have to list any children he has on I-130 but on affidavit it suppose to be children he supports whether they live with him or not.

Yes his other child is part of his household he has to count. You are filing at embassy directly correct so your case can move faster?

Also there's no declaration or any of that you merely count your household he has another child its irregardless the child lives with him. He supports child and he must count child in his household.

For the I-130 nothing is needed. For the i864 thr child will be on the household count.

Unless he has a Naturalization Certificate in-hand, then he will not have any way of establishing he is a US Citizen.
