Wasn't it 3/5th, or am I wrong about that?

Nope, you're right. I stand corrected.

Provisions allowed southern states to count slaves as 3/5 persons for purposes of apportionment in Congress (even though the slaves could not, of course, vote), expressly denied to Congress the power to prohibit importation of new slaves until 1808, and prevented free states from enacting laws protecting fugitive slaves.

Your permit is valid in

Alabama, Alaska, Arizona, Arkansas, Idaho, Indiana, Iowa, Kansas, Kentucky, Michigan, Mississippi, Missouri, Montana, Nebraska, North Carolina, Oklahoma, Oregon, South Dakota, Tennessee, Utah, Vermont

This appears to be the current CCW reciprocity law. I do know for a fact that in Mass, one can take a Utah CCW course, which would allow CCW carry in the 21 states listed :o So no reciprocity in Oregon !!!

From the Oregon.gov CCW website:

1/30/2014 Description: It is unlawful possession of a firearm for a person to knowingly carry any firearm concealed upon their person or possessing a handgun that is concealed and readily accessible to the person within any vehicle. To legally carry a concealed handgun you must obtain the License to Carry a Concealed Handgun. You apply for this license at your local Sheriff's Dept.

Firearms carried openly in belt holsters are not concealed within the meaning of this section.

Generally there is no reciprocity with other states concealed handgun licenses. If you want to carry a concealed handgun in Oregon, you will need an Oregon Concealed Handgun License.

It's either the milk, or correlation does not equal causation.

There's practically zero crime in my peaceful little town, too, but almost no one here has a gun.

Then the logical conclusion would be, something besides guns could be a indicator of crime in the area. I wonder what your two areas share in common.

You have no guns and very little crime

He has lots of guns and very little crime

But it did not say an Oregon permit is not honored elsewhere. That was the question.

Correction: Few guns, not no guns.

Likely, it's several factors, some of which the two areas may not even have in common.
