nvc phone lines down?

When I try to call nvc I just get a busy signal. Has anyone else experienced this?

The first battle is trying not to get a busy signal. The second battle is waiting. When you get through then you wait. My wait time was 30 min. before I speck to a agent.

IR-5 for wife's parents:
3-24-2014: I-130 approved
4-08-2014: USCIS sent to NVC
5-07-2014: Case recieved at NVC
5-15-2014: Case number & IIN Assigned
5-21-2014: Completed DS-261
5-22-2014: Sent ENROLL EP email
5-27-2014: Sent AOS through EP
6-14-2014: Case number change from GUZ to GZO

7-04-2014: Sent DS-260 fee

7-07-2014: Sent Civil Documents

7-08-2014: Completed DS-260

I've been calling them for a week now, checking if my case was received. Usually I try to call at 7am ET and get through right away. Also called several times during the day, had to redial several times and then spent on hold anywhere from 15 to 30 minutes. No hang ups. Just need a little patience especially when the recording says sorry for a short wait and we will be with you momentarily :)

01/22/14 NOA1 - TSC
06/23/14 Service Request created after congressional inquiry
07/03/14 Email from USCIS - our case is on processing hold due to pending security checks
08/04/14 No update from USCIS. Filed a case with CIS Ombudsman
08/05/14 Senators/Congresswoman cannot help with my case because security checks are pending
08/05/14 Another Service Request created by Tier 2 since no response from TSC.
08/18/14 Email from USCIS in response to second service request - still on processing hold due to pending security checks
08/21/14 NOA2 (finally after 7 months)

08/25/14 Email from USCIS - approved case shipped to NVC on 8/22/14

09/02/14 Case received by NVC

09/04/14 Case # assigned by NVC

09/05/14 In transit to the Embassy

09/09/14 Case received by Tbilisi Embassy - ready for interview

09/17/14 Interview!!! - APPROVED!!!!
09/24/14 POE :D

11/05/14 Filed for Adjustment of Status

12/04/14 Biometrics

01/21/15 AP/EAD approved

NVC is always hard to get ahold of. Sometimes you can connect right away without a busy signal, other times you have to hang up and dial again for 30 minutes until you finally connect. Then there is the 30 min avg waiting time just to get someone on the phone. Perfectly normal at NVC. I called every day for 5 weeks until I had my case number. Most of the time I always talked to someone new, but I did talk to a few people more than once...its good they were the friendliest ones! Anyways just have patience and keep trying!

I have always called between 12noon-2pm and never had to wait, until today. I dialed so many time but just keeps getting busy. Guess, the holiday got them bad.
