Discrepancy in birthplace in registro civil and cedula/passport

My fiance's birth certificate (registro civil) shows one city as the birthplace but because of some official's error long ago the birthplace shown on the cédula (and therefore the passport) is a different city. Will this cause a problem at the K-1 interview? It seems that getting the cédula and passport corrected would itself be quite a journey. Thanks for insights.

12/31/2013: NOA1
01/03/2014: Alien registration # changed
01/09/2014: NOA1 Attorney hardcopy

06/09/2014: Called USCIS to put up a Service request.

06/18/2014: Filed for E-request at USCIS website.

06/26/2014: Sent consent form to CONGRESSMAN.

07/08/2014: Received call from congressman+ lawyer's appointment stating that USCIS replied that we should be getting approval within a week or 2.
07/18/2014: E-mailed Donald W. Neufeld and Susan Arroyo for assistance.

07/21/2014: 2nd Congressional Inquiry.
07/22/2014: Mail from congressman : Case with Special IImmigration officer awaiting review.
07/24/2014: NOA2 (after 205 days)

08/13/2014: Shipped to NVC

08/21/2014: Called NVC and they told us our case had been received to call them in a few weeks.
08/22/2014: We couldn't wait so we gave them a call the next day ,so we received our CASE NUMBER!! LOL!!
08/26/2014: CEAC status shows in TRANSIT

08/27/2014: Case READY!!!!! =)

09/03/2014: Lawyer filled out DS-160

09/08/2014: Medical COMPLETED *
09/24/2014: Interview Visa Appointment/ Approval but AP (Administrative processing). SMH :(

09/25/2014: CEAC status says refused. :/
09/29/2014: Denial: We have to file for a WAIVER.

Sorry, fiance is Colombian.

If the passport office didn't have a problem issuing her a passport with a different city, then the US embassy shouldn't either. All she has to do is explain what happened.

Must use second graders to type these important documents, in our case,typos in birth certificates and even in her previous marriage certificates. Maybe I am over critical on these issues, but insisted on everything being corrected before she and her daughter came here. Then with proper English translations.

All those crooked judges and notaries have Miami bank accounts and expected an expedient account transfer to their bank accounts to give instant service. If you don't pay these expedient fees, can wait years for service. Another key issue for us was obtaining a court written document signed by the biological father for his permission for his daugther to leave the country. And if this wasn't enough besides the fact my wife had full custody of her, was to get his permission again for the exact date and flight number before she could even board the plane.

One thing I hate about the USCIS, only dealing with one individual, with practically any other form of certification in the US, you meet with a board. But our AOS did go smooth with all the proper legal documentation. With no explaining to do.
