You have to be a citizen first, and then it takes around a decade for a brother. He would have to wait for an available visa number. Google the "visa bulletin" for the date of petitions they are currently working on in the sibling category. Good luck.

AOS for my husband
8/17/10: INTERVIEW DAY (day 123) APPROVED!!

ROC:
5/23/12: Sent out package
2/06/13: APPROVED!

As Harpa said, only citizens can petition siblings. Once you become a citizen, you can petition your brother.
According to the latest visa bulletin, USCIS is now processing petitions filed on or before January 1st 2002 for siblings of US citizens from all countries except the Philippines and Mexico.

so do those countries get theirs quicker or take longer?

They take longer, for Mexico is on or before January 1st 1997 and Philippines is January 22nd 1991.

Those countries are "oversubscribed," which means there are too many people coming from those places. There is a law that no one country can make up a certain percentage of the immigration population, though I don't remember what they number is. PI and MEX have too many.

Of course, there is no limit on immediate relatives, but a sibling is not an immediate relative, so that category gets reduced.
