I have been reading a lot about the colleges in new york and in state and out of state fees but my question is can someone with a 2 year conditional greencard apply for financial aid to attend school? or does it have to come out of pocket until you become a citizen.

My husband has a 10 year green card and he applied for and got financial aid 3 months after getting here and is going to school. I know his situation is different than yours but in doing the financial aid forms I didn't see anything that said you must have a 10 year green card. Pick a school and call their financial aid office. They can give you the answer or google federal financial aid and read what it says.

Each school / state has their own rules about qualifying for in state tuition. NY seems to be pretty quick, Ca is a year since moving to the state. A green card holder can fill out the FAFSA form and is eligible to get most forms of aid.

This will not be over quickly. You will not enjoy this.
