Thanks MUXAGIRL. I don't know when the original petition was filed but it is interesting you mention that date because while I was trying to find a priority date I use the check priority date on the travel.state.org website

http://travel.state.gov/content/visas/english/immigrate/immigrant-process/approved/checkdate.html

That date came up!

I I submitted my fees and ds 260 files this july (2014). On the 31st the NVC emailed and said they received it but due to the amout of applications it would take them 60 days to review my package. The only for left to submit is the AOS by the petitioner (the fee has already been paid).

Filed: F-2A Visa Country: India

Yes, I mention that date because I looked it up in the visa bulletin for September, 2014.

Visa Bulletin is published every month by the state department and it lists cut-off dates. The significance of cut off date is if one's petition was filed before the cut off date, then a visa number has become available for the beneficiary. On the visa bulletin, you look up the F4 category for 'Rest of the World', that category is yours. That's why it is necessary to know your Priority Date, which is the day USCIS received the petition for you and that date determines your place in the long line for immigrant visa which are granted in limited numbers on a 'first filed, first served' basis.
