Did it end up getting approved after your conversation? How did you reach the ombudsman?

I filled out the form online, they said on a reply by mail to request an expedite which I had already done. I called them and spoke to a nice woman over the phone. She said she would called them and 2 hours later I got my status change.

...the Crimea is part of the dispute between Russia and Ukraine.

Not really, Crimea has been a done deal for some time.

Any recent events seems to have missed the media.

With the current ceasefire and Russian troops being withdrawn (even though Russia claimed they weren't actually there :P) I would think an expedite would be less likely. News is implying everyone is respecting that ceasefire. Worth a try anyway but I think the chance to expedite might have passed, unless the intense fighting starts up again.

As for Crimea - I thought that was all over and no fighting. May not be an ideal situation for those that live there but probably less dangerous than other areas. I wouldn't expect an expedite to work for Crimean residents.

Crimea is part of Russia now and there is no crisis there as far as Moscow is concerned.

The only problems with Crimea you might have is what embassy to process at. Russia considers it part of Russia, the US and pretty much almost everyone else consider it part of Ukraine. I would choose Moscow as the embassy to process at as it would probably be easier to get there than to Kiev at this point.

Also I don't know which police certificates she would need to get (Ukrainian or Russian or both) and where she would get them at this point.

You would get the Police Certificate in Crimea.

You're going to have to ask the US Consulate, I'd think - the US doesn't recognize Russia's control of Crimea, so would imagine that they would require Ukrainian police clearance. ...or, possibly, both. Which sounds "fun." :/

Email the Moscow Embassy and ask. They are nice folks there and speak English too !
