I would think since you the petitioner filed the 1-129f for your fiancé and you want her as your wife the petitioner should pay all the expense and fees, my option

Are you speaking about K1 visa process? I don't believe that there is a NVC fee associated with K1.

you mean to say the MRV or visa fee and I imagine your question is more towards how to pay rather than who pays.

There are some embassies that accept electronic payment (credit card) which allow the petitioner to pay directly from the US, some others accept deposits in local banks and others at the embassy.
