Does the foreign fiance needs a birth certificate?

Does it have to be noturized it and translated?

The bc typically is required at the interview and it will have to be translated

He was born in Ukraine and now a citizen of Israel, he has no family in Ukraine to help him out, how can he get this BC?

It is usually a good idea to get any official documents from the foreign country in certified English translation. You will find it helps a lot down the road. This can include medical records, especially immunization shots and college transcripts.

Regarding the birth certificate from Ukraine, have him check with the Ukrainian embassy in Israel.

Regarding the birth certificate from Ukraine, have him check with the Ukrainian embassy in Israel.

The Ukrainian Consulate in the US can facillitate acquirirng civil documents, I would assume the same is possible form the Embassy/Consulate in Israel.

i am not sure how would the Ukrainian embassy in Israel help? I am sure the requirements are pretty much the same for any country.

Can he write a letter and notorized it for his friends to get the birth certificate?

OBTAINING DOCUMENTS FROM UKRAINE

The procedure to be followed when requesting documents from Ukraine's regional offices of live records

Ukrainian Archives addresses

Please be advised that in order to obtain original or copies of civil documents (including birth, marriage, divorce, death and education records) on file in Ukraine you should submit a completed copy of the attached questionnaire directly to Ukrainian Archives The request will be accepted only if the information provided in the questionnaire is supplied in full and exact detail in Ukrainian language.

In order to obtain a document from Ukrainian Archives an applicant should submit to the relevant Archive address:

Three copies of the questionnaire for each document being requested. The questionnaire must be fully completed in Ukrainian language. For the applicant's convenience, a translation of the questionnaire into English is provided.

In order to obtain a document from Ukrainian Archives through the Consular Office of the Embassy of Ukraine an applicant should submit three copies of the questionnaire for each document being requested. The questionnaire must be fully completed in Ukrainian language. For the applicant's convenience, a translation of the questionnaire into English is provided.

If a photocopy of the requested document is available, it may be helpful to include it with the questionnaire, as it may assist in facilitating the search of the document.

Note: Failure to comply with these instructions may result in the return of your request unprocessed.

The procedure to be followed when requesting documents from Ukraine's regional offices of live records

1. Copies of the certificates may be released only to the persons involved, who have requested them in the past. Copies of children's (under 18 years of age) birth certificates may be released to parents or adoptive parents only. Persons who become of age may obtain copies of their certificates presenting their Ukrainian passports.

Persons deprived of parental rights cannot obtain their children's birth certificates.

Copies of death certificates may be issued only to the next of kin. An appropriate document proving lineage is required.

2. Copies of dissolved marriage certificates cannot be issued. In such cases an applicant can obtain a copy of record only.

3. Copies of certificates proving the registration of the civil state acts can be issued only to the persons mentioned in the civil record. Besides, certificates verifying the registration of birth, marriage, divorce, changes of last name, given name, patronymic name can be released to the next of kin, adoptive parents or custodians only.

4. When applying for a copy of any certificate an applicant should furnish the following information: last name, given name, middle name and address of an applicant; last name, given name and middle name of a person, in whose name a certificate is requested; name of certificate requested; when and where the civil state act has been registered; reason for request.

When requesting birth certificates full and patronymic names of the parents should be indicated. If the marriage or divorce certificate is requested, an applicant should indicate the name of the spouse.
