Yes there is a stereotype. I think it was called CPT, back in the day. Oddly enough it was mostly used towards my white friends who would be late to their own funeral.

I don't think that is a trait, that anyone group has a lock on. Now in the Philippines depending on the function, you get there when you want to.

My wedding was at 4. My BIL picked me up at 4. He was saying, no biggie it will start when it starts. I think we finally cranked it off about 5:30
