The parents would need to come first, become LPRs upon entry, and then file F2A / F2B petitions for their children. It would be a wait time of ~2 - 3 years until the children were able to immigrate.

To save as much time as possible, you should do the following:

When your husband becomes a USC, meaning he has the certificate in his hand and has taken the oath, he should petition for his parents, that same day or the next day. Have him make copies of the certificate before he applies for his US passport. Once he petitions his parents, they can take about a year to immigrate, depending on how fast USCIS, processes the petition, how fast you gather and send the docs to the NVC, etc.

As soon as one of his parents enters the US as an LPR, one of them can petition for the children at that point. They do not have to wait for the actual GC to arrive in the mail. The stamp on the visa is proof of LPR status. They also don't have to wait to begin working or file taxes, or anything like that in order to petition anyone. All the paperwork should be collected before hand to save as much time as possible.

The minor children (under 21) have to be unmarried when they are petitioned and until they become LPR's. The wait right now is about 2 to 3 years. Same goes for the children over 21, cannot be married as well and the wait is 8+ years.

This is the best and fastest way for your husband to help bring his siblings, since parents of USC's cannot bring children.
