IRA won't give signed statement for affidavit of support

I'm wondering if anyone has any suggestions.. My mother is a joint sponsor with me. We called her IRA to ask for a signed statement with the current value. She asked a bunch of questions.. I told her what it was for.. she said that some company has to send them a form to fill out for this.. they don't just send stuff without someone sending them a form to fill out. She also told me that it's an IRA and isn't considered an asset.

I spent about 20 minutes going over and over this with her and I don't know what else to do. Anyone else ever have this problem? Any suggestions?
