Guys NVC schedule a whole month interview, they will check 1) PD > 2) case completed. After it, last week of every month list and issue IL of Fourth coming month and getting IL.

Like that. At the last week of Dec.15 they will issue Feb16 IL.

So why we assume visa bulletin Feb 16.

Yes look simply.

We are sure and guess that Feb16 move 2 months because last week of December 15 some guys got interview letters.

Last week of Dec15 issues Feb16 interview letter.

They issue full month INTERVIEW LETTER before 45 days before.

I am not JSA 7, but in my case i took 106 days from WC (jun/29/2015) until CC (oct/13/2015) with PD (nov/08/2004)..

i hope this is helpfull for you..
