Anything is possible with NVC in the past they have moved in different pattern, since they start showing cut off dates for filing the most they have move is 4 months on one move if memory serve me correct and that this after a stagnation so we have to just hope and pray.. Final action is not moving month by month, please back track the visa bulletin. ok

Lets wait and watch for our turn and pray for NVC to take high jumps

F3 temporarily moves 3 weeks. A VN case with pd: 18/03 just got il.

My sister is unmarried and she is going to be 25 this April.

If I get my welcome letter before April then she will included in our family's case??

And I've heard that unmarried child till 24 are included in getting visa

To be satisfy Beast just use the CSPA calculator, it will tell you by when you need to get your IL date so that your sister will be ok. Its very user friendly..
