Congratulations. I take it your whole family is scheduled for the interview on that day? Seems like they took quite a while to process the CSPA side of things.

Visa bulletin for August shows no movement again. Looks like visas numbers are approaching their limit for this fiscal year. Dates may be retrogressed for September with return to normal service in October when 2017 allocation kicks in:

Priority date 9th December 2004. Interview email received 31/08/2016. Medicals completed 12/09/2016 and received 20/09/2016. Interview done at Montreal on 03/10/2016. Visas issued 17th November 2016. Passports received 21/11/2016.

Edge of tomorrow I also understood the same thing. In September visa bulletin most likely for f3 category there might be a retrogression but in the fiscal year 2017 beginning in October it goes back to dec 01 correct?

Spoke to NVC and as per normal they were unable to tell me anything useful. :rolleyes:

I completely understand it's so frustrating and it is more frustrating when we are so near! But I been telling myself I have waited so so long I just have to be patience the wait is almost over we just have to be a little optimistic and look at things in the bright side. The fiscal year is almost over and I think in 2004 there was a lot of demand, a new Fiscal year will start in just two month let's all hope for it to move as much as possible. And let's pray that if there's any retrogression that I'll go back to being in December 2004 on October and for it to start moving

Just be grateful that the retrogression (if it happens) is only going to be happening for a month. It could have been much much worse. We're not that far away from the end of the fiscal year so there will soon be a full quota of visas available again. We'll be in the front carriage of this train when it pulls into the station. Hang in buddy, we're almost there.

Your friend will not get an interview before her priority date becomes current. Since she is a derivative beneficiary she will be processed under CSPA. This will not come into effect until a visa is available for her (when pd becomes current). Her age will be frozen at that point and so long as her age under CSPA determination is under 21, she will be eligible for a visa and the one year "seek to acquire" time will become active from the first day of the month for the visa bulletin in which the pd became current. Since NVC cannot determine when a pd will become current, they cannot determine when CSPA processing will be completed.

visa numbers available before PD becomes current?

How would NVC deal with our case?

it's seems back to 1 Dec 04 in October visa bulletin, it said "back to normal", is that right?

I asked NVC about this and the agent I spoke with couldn't give me an answer. According to the bulletin the retrogression (if) it happens will only be temporary i.e. for September. From October it should pick up from the last current date which is the 1st of December 2004 so I would think we should see movement, but I could be wrong.

Hello.

You cannot ask NVC to make a visa number available, you still have to wait like everyone else. From my experience, your son will be flagged up on the system automatically for CSPA review. If you have already submitted the DS-230 for your son, then NVC should have processed that. Once your application is sent to the embassy/consulate in your country, they will make the final CSPA determination and if eligible, your son will be called for interview along with the rest of the family i.e. all together.
