I also don't understand what is happening but as nvc explain in the last visa bulletin that they will move up to 2 week so hope in this week or in next week they issue interview letter

What's going on?

Yet NVC not issue IL. Is that Trump effect, Republican believed employees in NVC. Or one senator demand to to stop all visas of no-co-oprative countries.

I don't think anyone apart from NVC (not even the call centre operators) know really what is going on and it's highly unlikely that they will ever tell us. My educated guess is that they are reaching the visa limits for this financial year and they are trying to balance the remaining number of visas over the next couple of months until the new limits are issued again. If they issue them all now, then there would be no movement at all for the rest of this financial year and in the eyes of the public, it's better to have some movement, no matter how small than none at all.
