More than 50% of the chance that F3 will continue to stand still (no movement) this month cause most of the other categories (F1, F2A, F2B, F4) have received & shared their interview info on the immigration forums the past few days. The only F3 case received interview info I have heard about is a November 2004 case.

What I'm hoping for July visa bulletin is to provide us with some details about F3 recent delays but absolutely not a retrogression prediction!!!

We should have positive thinking on the waiting, but we also need to see things clear.

but I don't understand how can start issuing welcome letter if they haven't much visa number and one more thing that is the processing time increases upto more than a year or the wait time is incredibly increasing 11.6 years it's too much but I'm still hoping for a good movement unless the visa bulletin release

Even the head of National Visa Center cannot predict exactly what will happen with the upcoming visa bulletins. He often shares his predictions with the immigration lawyers council and many of them are not true (if you follow the immigration headlines, you will know what I'm talking about).

For the amount of time that each applicant has to wait until they get a visa, there is no fixed/ stable time frame. In 2002, my childhood friend got the F3 visa by 6 years of waiting (applied for F3 category in 1996). In 2010, many F3 applicants got their visas by 9.5 years of waiting. At that time, I used to think like @neel99 that they have a specific time frame for F3 and it shouldn't be over 10 years. However, at the moment, you have to spend 11.5 years and even more in the future---> Keep in mind that F3 cases in 2005,2006...20xx will have to wait your entire life (70-90 years or more) to get a visa to USA @@ It may sounds ridiculous, but it's true. Unless there are any immigration changes from the US President & the National Assembly, there won't be any hopes & dreams for F3 applicants.

i just called NVc but she said no visa availability yet.they r only working on till Dec 1st.i dont think so there is any movement this month.
