The I129F PETITION FOR FIANCE(E) was transferred and is now being processed at a USCIS office. You will be notified by mail when a decision is made, or if the office needs something from you. Does this mean that he approached the time of approval ?????????

No, it just means your file has been moved to another service center :) so you're now at CSC not Tsc.

That is all any of us can do is wait lol. I can only assume that you guys being transferred is a good thing. Worst case scenario you will at least get your NOA2 within the 5 month time frame instead of waiting nearly 7 at TSC
