Can I file ROC while outside the U.S.?

I am planning to visit my family outside the U.S. end of the month. My C.R. green card expires in December. I have to file my AOS package in October. Can I file my AOS while I am outside of the U.S., or do I need to return back to the U.S. to file my AOS.

Also, does anyone know if I can be outside the U.S. while the AOS is being processed?

I welcome all comments.

I think you mean ROC not AOS. I know people in the military overseas can but I'm not sure about others. If your GC expires in December. Your window will open in September? If you file right away, you could get approved before December or you would at least get your bio done before leaving the country.

You don't have to file in October. You can file any time before the card expires.

You have from the 90 days before the GC expires up to the expiry of the GC to file your ROC--I would not wait too close to the expiry date. You can file anytime, but keep in mind that the biometric appointment is usually 30 days after they accept your application and send you your NOA1. You will have to be in the US to do the biometrics so you need to plan for that. You may or may not have an interview, but you will have to do the biometrics. You will need to return to the US before the GC expires unless you file the ROC and get the extension letter.
