my IV aplication fee is not yet open for payment and i have already submited AOS and i am still waiting for my 60days to be complete by nvc.. i dont know if i should submite my document to nvc now or wait still after my IV application is been paid.

In my own personal opinion, I won't advise sending IV package before payment. You'll need the IV barcode coversheet which will be generated after IV payment to send with your IV package. What if your package goes to the wrong department or get mixed up or lost, you'll be delaying yourself more.

Remember you are sending in all your original documents. Personally I won't risk it.
