My mother is 79 years old and she is the eldest and I can submit a letter from municipality for no birth record but there is no other person who can sign for affedavit saying that present and knows her. I am not sure will they accept PAN Card that is issued by Indian government or ration card copy, I don't think I have any other document that I can provide.

Can you please share information, in case you have similar situation so that I can avoid any RFE on Birth Certificate.

They wont accept PAN or ration card... it will be a long way... is there anyone in India who could file a civil suit for her.. Delhi high court had ruled recently that SDMs can issue birth certificates based on passport data.. see http://ibnlive.in.com/news/issue-birth-certificate-to-elderly-couple-court-to-delhi-government/454504-3-244.html
