What that means is that Aircraft on approach or departure can break the 3,000 ft no fly zone., but can't fly below 3K unless in route to the airport.

At the very start I said that there rational, to make it safer for the police to fly was absurd, because bullets coming from the ground are not going to stop because civilian aircraft can't fly the area.

the truth is you don't know the facts of the case or what led up to the shooting. none of us do. the official investigation is still underway. you said the people rioting saw the event. I highly doubt everyone thieving & destroying property saw the shooting or what led up to that point either.
