Asked to pay IV fee before submitting AOs papers,,,is it normal?

We haven't submitted the aos papers yet, but we got an email that we have to pay the IV fee...is this normal? or do we not need to submitt the papers untill the interview....im confused cuz i read here that we have to submitt the AOS papaers first?

If you have a lawyer attached to your case, then NVC will send both AOS and IV bill almost at same time.

You will need to submit AOS package and IV package before interview.

AOS and IV are separate tracks, running in parallel with different (usually) start times.
