My Approval Notice say "Valid from 07/19/20014 to 11/18/2014"

What does that mean?

Do I need to have the Interview completed by 11/1882014? Or do I need to get it scheduled by then?

That is the validity of the petition, and yes that is what the validity means... get your interview done. Now with that said, the embassy will extend that validity up to a year automatically (as long as you are actively pursuing the visa) .... so in essence the date on the notice doesn't mean much.

How do you get them to extend the validity?

You don't need to do anything.... the embassy will extend that validity up to a year automatically (as long as you are actively pursuing the visa) .
