From what I have seen it is possible or it may go to Vermont. You will have to wait for the hard copy of the notice to come via mail to see where it was sent.

Just because VSC doesn't process I-129Fs at the moment doesn't mean that they couldn't start up again. TSC processed I-129Fs years ago and then stopped, but then started again last year. It could happen!

I just got another update. Although I'm not sure at all about what they mean by "local USCIS office". Maybe they are not concentrating the applications in big offices anymore?

"On August 11, 2014, we transferred your I129F, PETITION FOR FIANCE(E), to your local USCIS Office for further processing. The new office has jurisdiction over your case and will send you a decision as soon as processing is complete or you will be notified if further information or action is needed. If you move, please use our Change of Address online tool to update your case with your new address."
