It might sounds a little bit stupid, but why not use Igor's list to know who is still waiting ?

If you look one the California stats you can see that 55 April and 47 filers are still waiting. I didn't look at every timeline but a majority of them are transferred petition from TSC.

I thought of that as well, but we all know some people in Igor's list never update their status. Maybe he figured people posting in this post was more accurate?
