My wife's 15 (soon to be 16) year old niece lost her mother in Thailand to illness. Her father hasn't been in her life since birth and no one knows where he is. My wife had been a naturalized citizen for ~2 years. If my wife legally adopts the niece in Thailand, is it possible to apply for an IR-2 visa? Maybe N-600 for citizenship?

A child must be under 16 to have an adoption effective for immigration purposes. You would have to have the entire adoption take place in accordance with the requirements for your country ( including having the father declared unfit ) before her birthday

This will not be over quickly. You will not enjoy this.

Apart from any other issue sounds like she would age out at 16.

She'll be 16 in 10 days. She's pretty much alone over there. She's been going to a private school there and living off campus by herself for the past 4 years while her mother was sick. I've been supporting her financially paying her room and board and tuition during this time. Her mother finally succumbed to her illness in May. The father is on the birth certificate, but hasn't been in her life since she was an infant, and she doesn't even know him. It seems the school has found out about her living alone, and are in the process of kicking her out of school. My wife's parents are poor rice farmers, and her father is smashed on Lao whiskey by 9 am every day.

Looks like I don't have many options for her. Maybe try to get her in another school there.

You could go for a US school but it would be very expensive.

The adoption would need to be finalized before the adopted child's 16th birthday in order for the child to receive any immigration benefit.

Since its only 10 days until she turns 16, there isn't much you can do.
