I-130. Part C, Question 22. PLEASE SOMEONE HELP!!!

Here's my major confusion. In I-130 there's a question in part C , question 22. If my relatives are in U.S. and if they are going to apply for adjustment of status. NO they are not in U.S. but below that same question indicated that, if they're not in U.S. then fill out in which consulate are they going to apply for a visa. I'm trying to find the answer and going crazy, because it seems so freaking confusing. I'm surfing all over the internet and people are giving mixed up answers. Do I have to list the consulate name or just ignore it? Question asks one thing and asks for both answers.... SOMEONE PLEASE ADVICE!! thank you...

I beg to differ with the 2 responses above.

Since your relative is NOT in the US, it means the main question in item 22 (and all the derivative questions under item 22) do NOT apply to your case. So, simply write N/A and SKIP the rest of the question (i.e. do not type any city or embassy) and move on to question 23.
